Personnel and Facility Security Course

Between October 7 and 18, ILEA Budapest offered a course on Personnel and Facility Security.

This two week course prepared law enforcement officers to oversee personnel and facilities security measures to counter terrorist threats. Presenters included personnel from Diplomatic Security Service, including Special Agents (SA), physical security experts, Explosive Ordnance Disposal (EOD) technicians, Operational Medicine (OPMED), and Weapons of Mass Destruction (WMD) subject matter experts. Techniques taught included those used by DS Special Agents to protect dignitaries, including advance planning, walking formations, and motorcade operations.

Course Objectives were:

- Be able to identify specific means of past and potential attacks using weapons of mass destruction. - Become acquainted with the current capabilities of terrorist organizations operating in their region. - Learn the correlation between surveillance detection and attack recognition regarding protective operations.

- Learn the concept and organization of a protective detail. - Become familiar with and be able to apply physical security principles.

- Learn to conduct physical security surveys to identify vulnerabilities.

- Become familiar with the design and use of improvised explosive devices.
